Dear all,

0.3 has now seen some production use, it looks like it's solid.  Three
issues left:

1. There is a rare race condition that is a design flaw of the protocol.
   Since the race condition is fairly rare (once or twice per day on
   a loaded server) and the consequences are fairly mild (a video or audio
   stream might not appear after the presenter switch their camera or
   microphone on), I'm considering releasing 0.3 without the fix.

2. The built-in TURN server is horribly noisy, it generates log messages
   like crazy.  This is https://github.com/pion/turn/issues/197

3. The built-in TURN server has seen no serious use yet.  I've just
   switched it on in production, we'll see if I receive any complaints.
