Tested with Firefox 131.0.3 64-bit on Arch Linux with no webcam: No matter how
I connect (Enable at start: nothing, microphone, camera and mic), in "Media
options" the only entry in the camera list is "off" and pressing "enable"
enables only audio.

I cannot reproduce it. In a Windows 11 VM in Edge without webcam and audio
device I get:

TypeError: Failed to execute 'getUserMedia' on 'MediaDevices': At least one of audio and video must be requested
