[Galene] galene-stream: OBS to Galène gateway

Hi,

I'd like to make sure people are aware of galene-stream,

It's a gateway that converts an OBS stream in a format that can be
ingested by Galène.  I've tried it, and it seems to work, although I find
the latency a little high.

For some reason, galene-stream is not reacting correctly to NACKs sent by
Galène.  Since it does honour PLIs, this should not be much of an issue,
especially if the link between galene-stream and Galène doesn't have a lot
of packet drop.

On the other hand, I've found it to have disconcertingly high latency.
Perhaps something can be tuned in the gstreamer pipeline?
